Developed as part of the Catapult's UK–RoK Innovation Twins Programme and funded by Catapult-led DIATOMIC Programme, the report offers a practical guide for cities seeking to build innovation-led global partnerships.
The Birmingham–Ulsan partnership is a standout example of modern city diplomacy in action. Moving beyond traditional twinning models, the collaboration has focused on shared innovation priorities – from smart cities and circular economy to academic exchange and SME support. These activities were delivered through a city-to-city demonstrator project, co-led by Birmingham City Council and Connected Places Catapult, and funded in part by DIATOMIC.
The report serves a dual purpose. First, it documents the evolution of the Birmingham–Ulsan relationship, highlighting the strategic, civic, academic, and business dimensions of the partnership. Second, it introduces the “10Ps of Transnational Cooperation” – a practical framework for other cities to follow, covering everything from Purpose and People to Projects and Performance.
This is more than a retrospective. It’s a forward-looking template for how cities can lead on global challenges through place-based innovation. The report underscores the importance of trust, cultural understanding, and long-term planning in building resilient international partnerships.
As cities increasingly take the lead in shaping inclusive, sustainable futures, Birmingham’s experience offers valuable lessons – and a replicable model – for others to follow.
