Stuart Leslie, Director of Local Authority Advisory & Lending  

National Wealth Fund 

Since joining NWF (previously the UK Infrastructure Bank) at the start of 2023, Stuart has worked with Local Authorities throughout the UK to support the design, development and financing of their decarbonisation ambitions. He previously spent 15 years at Lloyds Bank, where he was a Relationship Director responsible for a portfolio of large corporate UK FTSE and international clients. He has extensive experience leading complex debt financing transactions and has also worked in both debt restructuring and securitisation. In 2018 he became an Exec Board member at St Nicks, an award-winning environmental charity, stepping up to the Chair role he currently holds in March 2021. Stuart lives in York with his wife and two young boys.

Connected Places Catapult 

Zoe has over 25 years of experience working and leading strategic energy and climate change programmes, in both the public and private sectors. At Connected Places Catapult, she is responsible for 3Ci's pioneering programmes Including the National Net Zero Project Pipeline, the Investible Cities Technical Assistance Facility, Regional Investment Net Zero Forums, and Innovative Models Programme delivering knowledge transfer between local authorities and investors. She works at the interface between local government and business, seeking to leverage the combined scale of cities to mobilise finance and drive investment into low and net zero carbon projects across UK’s cities.
