Chloe leads Trees-as-Infrastructure, an initiative of Dark Matter Labs, in the UK - driving urban systems change at the intersection of natural ecosystems and institutional frameworks. A partnership-driven designer, she brings a strategic and interdisciplinary approach to transforming cities. Chloe holds degrees in Mathematics and Philosophy from Oxford, as well as an MSc in Urban Planning and City Design from the UCL Bartlett School of Planning. Prior to her current role, she led research and analysis at Dark Matter Labs, contributing to a wide range of strategic projects.
