3Ci was designed to tackle systemic barriers to local net zero investment. These include fragmented project pipelines, limited capacity within local authorities, and misalignment between public sector priorities and investor requirements.
The programme focused on three core areas:
Developing investable pipelines by supporting local authorities to structure projects that meet investor expectations
Convening stakeholders across national and local government, finance and industry to align priorities and unlock capital
Testing scalable delivery models that aggregate projects across geographies to create volume and reduce risk
A key legacy of 3Ci is the establishment of the Local Net Zero Finance and Investment Group, delivered in partnership with the Department for Energy Security and Net Zero. This group continues the role of convening stakeholders to address practical barriers to deploying capital into local areas. The group will be co-chaired by the Department and Victoria Lawson, Chief Executive of London Borough of Islington.
The transition of 3Ci’s work to government leadership marks a shift from innovation and testing to wider adoption and delivery, embedding its approach within national policy and funding frameworks.
