3Ci: The Cities Commission for Climate Investment

A national initiative unlocking private investment into local net zero projects through place-based collaboration, now transitioning into government delivery. 

Over four years, 3Ci brought together local authorities, central government, investors and industry to develop new place-based approaches to financing net zero. Launched as a partnership between Connected Places Catapult, London Councils and Core Cities, the programme has since expanded to include a broad coalition of public and private sector partners across the UK.

The programme has focused on building project pipelines, improving the commercial readiness of local schemes, and aligning public and private capital around shared priorities.

Through this work, 3Ci has helped shift the focus from ambition to delivery at scale. It has demonstrated how aggregating projects across cities and regions can create the scale and certainty required by investors, while supporting local authorities to develop robust, credible investment propositions.

As the programme enters its next phase, delivery is transitioning to the Department for Energy Security and Net Zero. This ensures that the insights, partnerships and models developed through 3Ci continue at national scale, supporting the acceleration of investment into places across the UK.

3Ci was designed to tackle systemic barriers to local net zero investment. These include fragmented project pipelines, limited capacity within local authorities, and misalignment between public sector priorities and investor requirements. 

The programme focused on three core areas:

Developing investable pipelines by supporting local authorities to structure projects that meet investor expectations

Convening stakeholders across national and local government, finance and industry to align priorities and unlock capital

Testing scalable delivery models that aggregate projects across geographies to create volume and reduce risk 

A key legacy of 3Ci is the establishment of the Local Net Zero Finance and Investment Group, delivered in partnership with the Department for Energy Security and Net Zero. This group continues the role of convening stakeholders to address practical barriers to deploying capital into local areas. The group will be co-chaired by the Department and Victoria Lawson, Chief Executive of London Borough of Islington.

The transition of 3Ci’s work to government leadership marks a shift from innovation and testing to wider adoption and delivery, embedding its approach within national policy and funding frameworks.
