In his role at Oldham Council, Andrew was responsible for developing the Oldham Green New Deal Strategy, the first such local authority strategy in the UK. Adopted in March 2020, one week before the first national Covid19 lockdown, the strategy sets challenging carbon neutrality targets and sets out a methodology for taking Oldham borough to Net Zero through securing investment in low carbon infrastructure whilst at the same time ensuring that Oldham's local Green Technology and Services supply chain companies have the best opportunity to participate in delivery, creating new jobs and training opportunities in the growing green sector. As Green Energy and Sustainability Manager, Andrew's current role is as programme manager for the Oldham Green New Deal delivery programme, which covers a wide range of capital delivery areas including Regeneration, Property, Housing and Economic Development. One of the main initiatives Andrew is working on is the Oldham Green New Deal Delivery Partnership, a programme to set up an inclusive cross-sector delivery partnership to enable the co-production of low carbon infrastructure schemes by communities working with the private sector and Oldham's anchor organisations. The ability of investment in decarbonisation programmes to also secure a range of co-benefits across health, economic inclusion and local economic development, climate resilience and education is a key feature of Oldham's Green New Deal, with social justice and the creation of equal opportunities for Oldham's residents at its heart. Oldham aims to embed Community Wealth Building principles into its Net Zero programmes to achieve a 'Just Transition' with all sections of the community able to share in the benefits.
