A programme blueprint to achieving better
outcomes for communities.

This white paper introduces the service blueprint and research findings developed through a partnership between Connected Places Catapult, Oldham Council, and Carbon Co-op. It details specific interventions designed to improve public health and climate resilience within local domestic retrofit schemes targeting homeowners who may contribute to the costs.

The blueprint, titled "Retrofit for Health and Climate Resilience Service Delivery Model," proposes a service-oriented approach to address the question:

"How might we build public health and climate resilience outcomes into an area-based retrofit scheme for the able-to-pay market?"

This paper explores the feasibility of implementing the blueprint across various regions in the UK, highlighting challenges and opportunities for aligning local public health and climate resilience goals with home retrofit initiatives.

The blueprint encourages Local Authorities to address community-level challenges strategically and build resilience by accelerating skills and growth in the housing sector. By recognizing the benefits of housing retrofit interventions for health and climate resilience, Local Authorities can adopt a systems-based approach that supports economies of scale across the UK.

Drawing on research, stakeholder interviews, and blueprint development, we present key principles to guide local intervention strategies that tackle housing, public health, and environmental inequities. This paper aims to empower Local Authorities to integrate housing, public health, and climate resilience goals holistically, driving sustainable community growth.
