Future of Planning 2.0: Integrated Planning Prototype
Overview
Connected Places Catapult is inviting proposals for the development of a data-led, integrated spatial planning prototype to support strategic planning in England.
As part of our Future of Planning 2.0 programme, we are seeking a partner to build a digital tool that integrates geospatial data from land use, transport, and energy sectors, with the flexibility to incorporate additional data layers such as water, waste, digital/social infrastructure, and biodiversity. The goal is to help planners use advanced analytics, visual tools and scenario modelling to uncover cross-sector insights and make informed strategic planning decisions that support sustainable, inclusive growth.
Key requirements:
- Develop an integrated geospatial data platform (API-based or built from scratch).
- Enable advanced multi-sector data analysis and visualisation.
- Incorporate modelling and predictive analytics for scenario testing and foresight where possible
- Demonstrate robust experience in geospatial data analytics and digital tool development.
- A good understanding of strategic/spatial planning – gaps/needs and how data integration could add value – would be advantageous
- Ensure interoperability, maintainability, and adaptability for future expansion.
Contract period: December 2025 – March 2026
Budget: £20,000–£30,000 (including VAT)
