PAS4010 is the UK’s first industry-wide specification for improving productivity in infrastructure delivery. Developed by the Institution of Civil Engineers and the Department for Transport, it sets out clear, auditable requirements for how productivity should be understood, planned, governed and improved across the whole project lifecycle.
In this i3P Talk, Mark Hansford - Technical Author of PAS 4010 - will introduce the Specification and share early insights from the accompanying guidance, now in development. He will explain the central concept of the Productivity Management Strategy (PMS), how it is developed collaboratively with the value chain, and why client ownership is critical to driving meaningful improvement.
With PAS 4010 now entering public consultation, this session is an opportunity for the i3P community to understand what the specification means for projects, programmes and organisations - and how it can support better outcomes, reduced waste and more effective delivery.

Mark Hansford is one of the UK infrastructure sector’s leading voices on productivity and performance improvement. Technical Author of PAS 4010 and former Director of Engineering Knowledge at the Institution of Civil Engineers, he advises major clients, programmes and government bodies on delivering better outcomes, while helping drive industry-wide improvement through leadership roles with GIRI and the Construction Leadership Council.
