Carolyn Dwyer

Non-Executive Director

Carolyn Dwyer has over 40 years’ experience in the development sector, including the planning, financing and delivery of major projects, placemaking and development of cultural strategies and programmes. 

Carolyn’s role as Strategic Director of Development, Growth and Regeneration at the London Borough of Sutton saw her secure smart, sustainable connected development and infrastructure to support inclusive growth. Carolyn was formerly the Director of Built Environment for the City of London playing a vital role in maintaining the international competitiveness of the City, this included the development of buildings, public realm, transport, digital and infrastructure systems.

She is a member of the Office of Road and Rail Regulation’s Road Expert Panel and a Commissioner with the National Preparedness Commission. Carolyn holds a Degree in Civil Engineering, a Diploma in Transportation, a Diploma in Management, is a Chartered Member of Logistics and Transport, a Fellow of the Chartered Institution of Highways and Transportation, a Fellow of the Institute of Couriers and a Member of the Institute of Directors.
