Hydrogen End-to-End Dashboard: Digital platform creation (NAVIGATE)

Connected Places Catapult is inviting proposals for the design, development, and deployment of NAVIGATE, a data-led integrated digital platform to support strategic decision-making across the UK zero-emission aviation ecosystem.

Overview

As part of our wider innovation and place-based decarbonisation programmes, we are seeking a delivery partner to build a scalable, modular, and user-centric platform that consolidates complex datasets that will support zero emission flight initiative in the UK.

The platform will enable stakeholders including government, industry, airports, and investors to interrogate system-level dynamics, identify opportunities, and support the transition to zero-emission flight technologies. 
 
The UK is at the forefront of efforts to decarbonise aviation through initiatives such as the Jet Zero Strategy and significant public–private investment in emerging propulsion technologies. However, the information about the ecosystem remains fragmented across data sources, stakeholders, and infrastructure systems, limiting the ability to: 

  • Understand cross-sector stakeholder relations and dependencies 
  • Track innovation activity and funding flows 
  • Identify hydrogen end-to-end pathways requirements 
  • Support evidence-based policy and investment decisions  

NAVIGATE is being developed to address this gap by providing a single, integrated view of the ecosystem, combining data, analytics, and visualisation into a unified digital interface. 

Key requirements

  • UX Design and Wireframing:  Produce UX design/wireframes for all three MVP modules, structured around already defined screen designs and hierarchy of features, epics, and user stories and validated iteratively with target end-users 
  • Solution Architecture: Develop high-level and low-level solution architecture for the NAVIGATE platform, ensuring interoperability across modules, maintainability of the codebase, and adaptability for post-MVP feature expansion across data ingestion, processing, storage, and presentation layers 
  • Public Data Ingestion, Processing and Enrichment: Integrate data from identified open and public data sources into the NAVIGATE platform, implementing automated ingestion pipelines to acquire, validate, transform, and enrich source data in accordance with the platform’s data architecture; all ingestion and processing components shall be deployed and operated within the Microsoft Azure infrastructure, with data lineage, quality controls, and refresh schedules defined and documented for each source.
  • Platform Development and Deployment: Implement the NAVIGATE MVP in accordance with the approved architecture and UX designs, deploying to Microsoft Azure infrastructure with UK data residency, access control, and security requirements met throughout 
  • End-User Testing and Acceptance: Conduct structured testing with representative end-users across all modules, resolving defects and obtaining formal sign-off against agreed acceptance criteria prior to MVP go-live

The platform shall be delivered in compliance with UK GDPR and the Data Protection Act 2018, WCAG 2.1 AA accessibility standards, and the Microsoft Azure Well-Architected Framework principles as defined.

Contract period: August 2026 – November 2026
Budget: £45,000–£55,000 (including VAT)
