The Connected Places Catapult (CPC) is a neutral, not-for-profit, Technology and Innovation company full of energetic, capable, technologists and business experts undertaking applied research projects in collaboration with academia, SMEs and industry with the aim of making UK a world leader in transport innovation. Technical Capability Teams

The delivery arm of the Catapult comprises several capability teams organised into technical areas.  Individuals of similar or aligned skillsets are grouped into teams though are able and encouraged to contribute to virtual project teams under a project manager.  We have transport, 3D and environmental modellers, economists and business analysts, data scientists and AI specialists, software developers and big data engineers, systems engineers and drone experts, social researchers and anthropologists……. and we have plans to grow more.


Role overview

This role will support our ongoing programmes of work in relation to connected (and autonomous) vehicles, next generation ITS and Smart Cities.  Reporting to the Spatial and Sustainability Analysis Team Leader, you will be responsible for leading the development and technical delivery of projects to demonstrate the ability of next generation of ITS, IoT, Smart Traffic Management, etc…  Emerging and next generation ITS infrastructure, smart city networks and pro-active traffic management systems will be able to support innovative new transport modes and services across local, regional and national highway authority networks.  Your input will define the technical scope of the project work that we will be undertaking with partners and stakeholders.  You will also provide technical direction, leadership and assurance throughout the project delivery phase, providing clear support and direction to the team undertaking the technical work and ongoing engagement and liaison with project partners and stakeholders.  You will often be developing projects from first principles for ‘First of a Kind’ feasibility studies or demonstrators.  This often requires working through ambiguity to identify a clear project scope – you will need to be comfortable with this exciting, challenging and essential part of this role.

The role is likely to cover the full range of activities that the CPC is engaged with, including connected and autonomous systems, new mobility services and data sharing/analytics.

A key facet of this role will be taking your learning and experience gained from developing and operating current ITS systems and applying that to new, unconventional and innovative uses.  Having an eye for innovation and seeing how ITS could be done in different ways is a key requirement for this role (e.g. in-vehicle digital vs conventional infrastructure/signage).  You will also be expected to contribute to the dissemination of our project findings via attendance at major UK and international conferences and seminars.



  • Provide technical leadership into the development of projects and funding bids and subsequent delivery of technical work of which ITS and communications technologies and knowledge (including IoT and 5G) form a component.
  • Keeping up to date with new developments, technologies and skills related to ITS/C-ITS and acting as a knowledge centre for this sector within the CPC.
  • Development of ITS system requirements and design documentation
  • Provide technical assistance to different teams across the catapult and project partners to support the delivery and development of bids and projects.
  • Assist in the development of project plans, programmes, technical reports, task management and project coordination
  • Produce monthly progress reports, performance data, preparing reports and materials for client/stakeholder meetings.
  • Performing data analysis and research
  • Conducting business and systems requirements analysis
  • Presenting concepts/designs/feasibility/demonstration reports for review by technical and non-technical audiences
  • Supporting the development of skills and services to target emerging areas of Smart Mobility focus including Autonomous and Connected Vehicles, and Smart Cities


Desirable skills and experience

  • Demonstratable ability to lead projects from a technical perspective.
  • Previous experience of consortium building / consensus building amongst stakeholder groups.
  • Previous knowledge of highways technology, a similar environment such as rail, telecoms or ICT-related field.
  • Degree qualified or equivalent in engineering, electronics or a similar industry.
  • Great oral and written communication skills with ability to create and build relationships with clients.
  • A proven track record of delivering ITS solutions
  • Knowledge of UK transport policies, organisation and governance.
  • Experience of writing and presenting technical reports and liaising with clients.
  • Experience of working on advanced transport modelling for UK organisations such as DfT, Transport Scotland, Highways England, local authorities and TfL.
  • Excellent technical report writing skills.
  • Excellent interpersonal, written and verbal communication skills.
  • Ability to work both independently and as part of a team.
  • Proven ability to learn new technology and/or analytical techniques rapidly, becoming competent to a high degree of autonomy.
  • Be capable of supervising others if needed.



  • Numerate with excellent data analysis skills. Competency in data analysis packages, such as Excel/Access or Tableau.
  • Strong written and verbal communication to present complex concepts to multi-disciplinary teams
