Purpose of the role
Connected Places Catapult accelerates smarter living and travelling in and between the places of tomorrow. We focus on growing businesses with innovations in mobility services and the built environment that enable new levels of physical, digital and social connectedness. We operate at the intersection between public and private sectors and between local government and transport authorities. We convene the disparate parts of the market to help innovators navigate the complexity of doing business, creating new commercial opportunities and improving productivity, socio-economic and environmental benefits for places.
Reporting to the Business Case & Impact Assessment Team Leader, you should be passionate and highly skilled at developing and leading rigorous qualitative and quantitative analysis throughout various stages of programme lifecycles from bidding for funding to supporting feasibility studies, pilots or large-scale trials.
The Business Case & Impact Assessment Team works closely with its Connected Places Catapult colleagues to articulate and evaluate the impacts of new innovative new products and, services their impact on UK economic growth. The team is diverse and highly motivated, including experts on business case development (inc. HMT Green Book), impact assessment and project evaluation. We use this broad base of specialist knowledge to apply evidence-based approaches to analyse the economic, social and environmental benefits of innovative new solutions across our domains (that include built environment, mobility, wellbeing, de-carbonisation and ‘levelling-up’). We use our expertise to advise stakeholders and help them to make more informed decisions. We also use this expertise to support the monitoring of our own organisational impact, reporting progress to our board and to Innovate UK.
The Business Case & Impact Assessment Team supports project across the whole Connected Places Catapult and as such you will typically be working on multi-disciplinary projects with engineers, data scientists, planners, modellers, software developers, environmental specialists, social researchers, designers and a diverse range of external stakeholders. Having an eye for innovation and seeing how economics could be done in different ways is a key requirement for this role. You will also be expected to contribute to the dissemination of our project findings through online and physical events, conferences and seminars.
- Provide thought leadership within CPC and externally in economics and business cases across the full spectrum of projects and areas that CPC are involved in.
- Act as point of contact within the CPC for economics and business cases, managing internal and external relationships, key industry practitioners, decision-makers and academic stakeholders.
- Provide support / training and coaching to colleagues in economics and business case development and its application across all CPC domains.
- Provide technical leadership into projects involving economics and business case development.
- Be a team player and actively support the development of new skills and technical capabilities within the capability team.
- Help grow our capability and understanding of economic impacts and business case development in relation to innovation projects across all CPC domains.
- Undertake the technical delivery of project tasks where economics or business case development forms all or part of the project requirements.
- Management of own workload to time and quality.
- Direct liaison with internal and external clients and contributing to the overall team success.
- Following internal processes in the delivery of projects.
- Assist in business development activity and the preparation of bids and fee proposals.
- Lead the design of economic impact studies.
- Lead the dissemination of our economic research output.
Required skills and experience
- A degree in economics, and/or significant experience of undertaking economic analysis in the across CPC domains (for both services and infrastructure).
- Significant experience of developing innovative business cases for new/innovative services and systems, including demand and revenue forecasting and OPEX model development in line with five case model.
- Significant experience of providing transport or other policy advice based upon the results of economic analysis.
- Have an in-depth practical knowledge of appraisal economics including HM Treasury Green Book and DfT WebTAG methodologies for conventional and wider impacts.
- Have an in-depth practical knowledge of developing bespoke economic appraisals, particularly those which focus on scheme impacts in terms of jobs, growth and GVA.
- Have an in-depth understanding of the regulatory economics of transport and other regulated systems.
- Numerate with excellent data analysis skills.
- Knowledge of UK transport, planning and environment policies, organisation and governance.
- Experience of writing and presenting technical reports and liaising with clients.
- Experience of working on economic analysis for UK organisations such as DfT, DEFRA, MHCLG, Highways England, Network Rail, & local authorities etc.
- Excellent technical report writing skills.
- Excellent interpersonal, written and verbal communication skills.
- Ability to work both independently and as part of a team.
- Proven ability to learn new software and/or analytical techniques rapidly, becoming competent to a high degree of autonomy.
- Knowledge and experience of GIS software e.g. MapInfo, ArcView, QGis etc.
- Further relevant MA/MSc/PhD qualifications are of benefit but not essential.
